Project title:

Institutional aspects of agricultural land transactions and their role for land market development in the Czech Republic and in selected European countries (Voltr)

Objective:

Perform an analysis of unresolved problems of land market to support the transfer of land in the Czech Republic. Focus on their solution by comparing the conditions between Czech Republic and monitored countries. On the results suggest corrective measures.

Research questions:

  • How further rationalized transfers of agricultural land?
  • To identify and describe the barriers that increase the transaction costs for contractors and how could they be addressed?
  • What are the formal constraints (eg the restriction to transfer the land on some groups), and informal ones (low trust among market participants)?
  • How will the asked organization support the acceleration of technical problems in the transfer of agricultural land? (if applicable)
  • What is the attitude of the organizations concerned to limit the division of land?
  • It has to be improved information system to market prices for the land owners of the land, it is appropriate to highlight the role of landowners?
  • To identify the (specific) institutional factors impacting the land transfers that are currently in place in selected countries and to make the comparison with those implemented in CZ environment (if analogous exists) or to discuss the potential implications from their adoption for CZ land market (in case such institutions do not exist).

Methodology, assumptions, sources:

  • The basis of the project will be structured interviews with key actors in the creation of conditions of transfers of land according to a pre-established questionnaire.
  • In the Czech Republic will be asked the Ministry of Agriculture, SPU, ČÚZK, ME, Association of landowners, CSO and property assessor. In neighbouring countries will be asked similar institution in Slovakia along with VÚEPP Bratislava, Hungary interviews will take place on the basis of agreement with Agrárgazdasági Kutató Intézet in Budapest.
