Project title:

The problem of less-favored areas in the new programming period (Štolbová)

Objective:

Improve LFA in the Czech Republic in the EU context, process methodology for evaluation measures.

  • Target 1: Development of methodology for defining areas with natural handicaps in the Czech Republic for the period after 2015.
  • Target 2: To design differentiation into LFA subregions and justify territorial differentiation of rates.
  • Target 3: To design and validate a set of indicators to evaluate the effect of LFA measures.

Methodology, assumptions, sources:

Research question: What will be the impact of new EU legislation on the definition of LFA and how to evaluate the impact of aid?

Procedure:

  • literature review and study of legislation and recommendations;
  • consultation with selected scientific institutions and workshops;
  • the application of proposals and recommendations on the Czech Republic conditions;
  • the data collection and their subsequent exploratory analysis;
  • elaboration and validation of alternative approaches to its solution;
  • processing methodologies, specialized maps and publication of results.

The results of IRP 1278 will be used as well as the suggestions and guidelines issued by the Commission, by JRC Institute for Environment and Sustainability European Communities, the analysis performed by the Institute for European Environmental Policy London, study Bundesanstalt für Bergbauernfragen Vienna, regional analysis processed by Mendel University Brno, Warsaw IERiGZ publication will be used. An important source of information will be consultation with academic institutions in the Czech Republic and foreign research institutions that deal with similar issues. Data from ÚZEI, MA, CZSO sources, and others will be collected. The statistical methods for the assessment of the current development and design of future indicators will be used. Specialized LFA maps and cadastral lists for inclusion in the legislation of the Czech Republic will be processed.

Outputs and their use:

  • Methodology of application EP and EC proposals on the LFA in the Czech Republic.
  • Methodology of the territorial differentiation into LFA subareas.
  • File of specialized maps.
  • List of territorial units on the LFA.
  • The designation of a set of indicators and methods for the evaluation of the effects of LFA subsidies.
  • Publication of results at conferences, seminars and in peer-reviewed journals.
  • Preparation of the final report of the project.
