Annotation:

The pressure on agricultural land is steadily increasing. Different interests (food, feed, energy biomass) are intertwined and conflicts occur, which is compounded by ongoing climate change and more frequent occurrences of drought. Recently, the solution to the situation has been mainly focused on preventing these conflicts. There are tools to optimize the use of biomass (IS RESTEP, BIOMASA Module). The presented project proposal solves the economic aspect of the optimization of energy utilization of agricultural biomass, which further develops the previous issue and extends its applicability across the target groups. The project will analyze both the production of agricultural biomass (crops, technology, conditions) and its subsequent energy utilization (various ways of energy utilization, including now commercially available 2nd generation biofuels (B2G)). Better LCA parameters than B1G, and the fact that the input raw material does not primarily conflict with the food chain. Moreover, the issue will not be addressed solely in terms of direct costs and yields, but also from indirect effects and externalities (ecosystem services). The originality and uniqueness of the solution lies in the fact that the project will build on the existing IS RESTEP and will supplement it with a new - economic view of biomass energy utilization, including taking into account the indirect economic and environmental impacts, creating a new added value and a real basis for the system development of the technological superstructure RES

Timetable:

2017

The first year will be analysed available Czech and foreign models, describing methods of calculating economic costs including externalities per unit of produced biomass (IAEI, UJEP, CULS). In parallel, an analysis of the data bases of the existing ISRESTEP program will be carried out with an emphasis on the data and functional interconnection of the emerging BIOMASA modules and ECONOMY. The relevant data necessary for the implementation of the ECONOMY module within IS RESTEP will be identified. Based on the results of the analysis of the research, the missing data will be identified and the design of the data model and the application level of the new ECONOMY module will be designed for the structure of these expansion datasets (RISWC, CULS). Work will begin on updating the methodology of calculation of energy and economic costs of biomass production (IAEI, CULS). The first step will be to evaluate the background to existing energy performance data (Preininger 1987 methodology). Thereafter, the reference values of the mechanization toolkit for technological operations in production and processing will be compiled. The third step will be the processing of the energy and emission efficiency of the materials used. For the purposes of the calculation methodology of the complex energy balance the energy. Biomass utilization will be performed by analyzes of existing biomass, energy yield per unit of biomass, strengths and weaknesses of technologies and possibilities of substitution of conventional bioassay sources for alternative (grass silage instead of maize) (ET, UZEI). To investigate the impact of renewable energy sources on the economy and the environment The micro-region / LAG environment will be a set of parameters that are crucial for the territory and can be influenced by the decision to apply the strategy. Assessment of the availability and relevance of the evaluation data (ET, UJEP) will be evaluated. The impacts of the use of individual RES technologies on the soil will be analyzed and the relevant data will be collected (RISWC, CULS, IAEI). An overview of commercially available B2G technology and their claims on the type and quality of biomass (CTPB). In this connection, the relevant data will be analyzed on the localization of usable biomass (especially straw) (RISWC). The project will be publicized during the project periodic updating of the website www.restep.cz, by organizing workshops or by attending conferences and contributing to specialized printed or electronic Periodic. Data link between LPIS and IS RESTEP. Creation of biomass production localization module - identification and quantification. The module will offer the possibility of identifying both at regional and trans-regional level. In addition to graphical display in GIS, the module offers the option of tabulated data outputs for the future possibility of subsequent calculation of logistic cost of biomass collection. Preparation of the program modification of the database for the assessment of economic, energy and emission balance of biomass production based on LPIS and soil-ecology units (BPEJ) in primary production. The background will be the existing BPEJ assessment data and the data on primary and secondary energy consumption in biomass production and emissions production. 2018

In the second year of the solution, on the basis of the first outputs of the methodology to calculate energy and economic costs, the work on the transfer of technological operations in production according to the BPEJ specification and the follow-up energy balance procedures will allow for a more responsible assessment of the effect of the movement of energy prices on the efficiency of agricultural production of Biomass. The result will be a complex linkage of primary and secondary energy across crop production technology, which will further enable a more accurate prediction of biomass production efficiency. From the above mentioned outputs, will be developed variants of energy production focus for energy and energy balance sheet. A range of technological procedures will be developed to determine the alternative share of the main and byproduct biomass production for energy. Purposes including low- and high-input variants, arable crops selection, energy crop selection and used technologies. The costs and revenues of biogas stations will be processed under selected conditions, their economic efficiency and the threshold mining. Biomass prices for return on biomass for energy purposes (UZEI, ET). The collection of identified relevant data and their incorporation for module ECONOMY (VÚMOP, ČZU) will take place. A proposed data model (spatial database) will be implemented and tested. The ECONOMY module's application level will gradually incorporate relevant outputs of other activities. Available background records, outputs of the updated energy costing methodology, and economic costs and analyzes of existing RES technologies will be the basis for the creation of an external evaluation methodology (UJEP). The key competences of the core groups of externalities will be key. It is assumed to use both existing methodologies and data bases, as well as newly acquired data, for which the advanced valuation methods (UJEP) will be used. In the framework of the preparation of the Methodology of RES on the Economy and Environment of the Microregion, a network of micro-regions will be established as a basis for consultation of the established procedures and their verification. The methodology for selecting the optimal scenario for RES investments will show the continuity of the software module's own development - internal processes and links to the existing analytical solution will be described.

2019

In the third year of the solution, the methodology for selecting the optimal investor investment scenario (ETRC, UZEI, CULS) will be built. Indirect effects are included (UJEP, ET). At the same time parameters of possible impacts of different scenarios of use of RES on land (VÚMOP, ČZU) will be defined. Primary data collection will be collected for the evaluation of selected externalities and their evaluation (UJEP, ET). Indirect effects will then be included in IS RESTEP. Work will be done to develop a model of the interrelationship of energy - economic and environmental impacts depending on the technologies used. Parameters will be set for assessing the acceptable burden of the country by producing biomass. The methodology of identification and factual availability of a particular type of biomass will be expanded by economic outputs so that biomass types can not only locate and quantify but also obtain economic information on cost and affordability, allowing for efficient planning in the case of the need for substitution of petroleum by domestic renewable biomass. In parallel, work will be done on developing a methodology for strategic assessment of policy decisions. Based on the evaluation of the economic and energy balance in the individual regions of the Czech Republic, an instrument will be created to support the creation of an action plan for the production of biomass for energy purposes. According to the results of the calculations and the prediction of the development of energy prices, food production and inputs into production, decisions on the promotion of energy use of biomass can be made in the sense of recommendations for specific subsidy or operational measures. Based on the results obtained, the basis for locating possible biogas stations and their performance for the correct use of biomass from both by-products and energy crops will be developed, especially in justified economic, social and environmental cases. A possible biomass utilization option, however, is the production for curative purposes, especially for compacted, contaminated or otherwise damaged soils by growing deep-rooting crops. The completed methodologies will be tested, with one of them (Methodology of Economic and Environmental Impact Assessment) being oponent and certification. All the created methodologies will be implemented in the ECONOMY module within IS RESTEP. The proposed application (calculation) layer of the ECONOMY model will be implemented into IS RESTEP. The application layer will incorporate the results of the prepared methodologies (soil impacts, economic-energy relations, externalities, etc.). Additionally, the module's interactive user interface will be designed and implemented.

2020

In the last, fourth year the testing, verification and refinement of the calculation part of the ECONOMY model will be carried out based on the result of the testing of the prepared methodologies. In cooperation with future users (in particular, state administration, local government), user interface testing, validation and optimization of outputs will be carried out to meet the expected benefits of the ECONOMY module.
